Home & Community Services (HCS)  are a variety of services that help people with functional limitations live in their homes and communities instead of in institutions. These services can be medical or non-medical and can help with everyday tasks like getting dressed or bathing. HCS programs are designed to meet the needs of specific populations, such as people with intellectual or developmental disabilities, physical disabilities, and/or mental illnesses. 

HCS programs are offered through Medicaid and are generally categorized as health services or human services. Programs may offer a combination of both types of services, but they don't necessarily offer all services from either category. States can develop HCS waivers within federal guidelines to meet the needs of people who prefer to receive services in their home or community.
